City Manager Brian Maxwell is pleased to announce Richard Boyle has been selected as the Chief of Police for the City of Galveston. Boyle most recently served as the Chief of Police of the University of Houston-Downtown since 2003 where he began as Assistant Chief in 2000. Boyle is a native to the region, having started his law enforcement career with the Galveston Police Department as a Patrol Officer and progressing to the rank of Captain.
With over thirty-five years of experience in the law enforcement field, Boyle brings significant accomplishments in managing officers under civil service and collective bargaining as well as the management of civilian staff under City policies. He is skilled at bringing multiple entities together to work as a unified team and has extensive experience in specialized leadership capacities including SWAT, Dive/Maritime Operations, and Special Event management.
Boyle obtained his Bachelor of Science in Law Enforcement and Corrections from Pennsylvania State University and continues to hold his Master Peace Officer Certification. He is also a graduate from the Federal Bureau of Investigation National Academy, a professional development course for United States and international law enforcement leaders that is by invitation only.
